After reconciling with his family, Pedro returned to Rio de Janeiro and accepted the position of sports director at Universidade Gama Filho (UGF), an institution bearing his family's name that would become the primary vehicle for his vision.

In that role, Pedro used his institutional standing to champion both judo and jiu-jitsu at a level few administrators had attempted. As president of Rio de Janeiro's boxing athletic commission — the Federação Carioca de Pugilismo — Pedro presided over a body that superseded all combat sports federations in the state. From that platform, he addressed the controversy directly in an open letter published in the Jornal do Brasil. His argument was precise: the karate competitors who faced the Gracies held no standing in the state's karate rankings, meaning the academy had effectively defeated amateurs. Pedro then extended a formal invitation for the Gracie academy to face Brazil's freestyle wrestling or judo Olympic team in a proper sporting environment — a contest that, in his words, would provide a genuine service to the country's combat sports.

To dismantle the notion of a single superior style, Pedro invoked one of grappling history's most famous moments: Masahiko Kimura's victory over Helio Gracie himself. If the jiu-jitsu versus karate match proved jiu-jitsu's superiority, he argued, then Kimura's win must have proven judo's superiority over jiu-jitsu — a logical parallel that exposed the inconsistency in Helio's framing.

Helio's response was immediate and characteristically dramatic. He appeared on a local television broadcast, challenging Pedro to repeat his statements on air and in person. Pedro drove to the studio upon learning of the invitation, but Helio had already departed by the time he arrived. The confrontation never took place. Instead, mutual friends arranged a private gathering where the two men settled their differences cordially. Over time, that resolution gave way to a genuine warming of relations, most notably a close friendship Pedro developed with Carlson Gracie — a meaningful improvement in ties between Pedro and the broader Gracie family.

Few moments in Pedro Gama Filho's life reveal his character as starkly as the events of 1986. Edson Leandro Silva — widely known as "Sansão" — had been one of Brazil's most prominent judo stars during the 1970s and was among Pedro's closest friends, a bond deep enough that Pedro served as godfather to Sansão's daughter. In 1986, while leaving a barbecue, Pedro witnessed two armed men preparing to execute Sansão in the street.

Without hesitation, Pedro physically intervened, grappling with both assailants in an attempt to prevent the killing. During the struggle, Sansão fled. Unable to subdue two armed men simultaneously, Pedro was shot twice in the neck. The attack, as sources close to the incident later explained, had roots in an argument Sansão had with the son of a known drug dealer — a lethal score being settled in the street.

The consequences for Pedro were severe. He spent two months hospitalized and required cervical spine bracing to move and function for the following year. One of the bullets was never removed and remained lodged in his body for the rest of his life. Francisco Albuquerque and Rodrigo Medeiros, two students of Master Carlson Gracie, were in the process of establishing what would become Nova Geração. Both men held purple belts at the time — a structural problem, as they lacked the rank required to formally open and operate their own academy.

Pedro stepped in as technical director, lending his credentials, institutional standing, and long-established reputation to provide the project with the legitimacy it needed to function. His involvement was far from nominal; he maintained a sustained relationship with Nova Geração for many years, reflecting a genuine commitment to nurturing competitive talent within Brazilian jiu-jitsu. That he undertook this effort from a hospital bed, still bearing the physical consequences of the Sansão incident, speaks to the priority he placed on developing the sport he loved.

One of Pedro Gama Filho's most consequential institutional achievements was the creation of the UGF jiu-jitsu team within Universidade Gama Filho. The effort faced genuine resistance — a strong pro-judo lobby within the university made the path difficult — and it was not until 1996 that the team was formally established, despite groundwork Pedro had begun laying as early as 1993 with the assistance of Fernando Pinduka. Pedro served as the team's first coach before passing leadership to Julio César.

With his continued backing and institutional support, UGF developed into one of the strongest jiu-jitsu academies in Brazil, producing elite competitors who went on to shape the sport at the highest levels. Pedro Gama Filho died in 2004, and the consequences for the team were swift and significant. Without his protection and advocacy within the university, the team lost its institutional support, was removed from campus, and was stripped of the Gama Filho name. From those difficult circumstances, the team reorganized and re-emerged as GFTeam, ensuring that Pedro's legacy would endure through one of Brazil's most prominent and respected jiu-jitsu organizations.

Alongside his contributions to jiu-jitsu, Pedro Gama Filho built one of the most celebrated judo programs in Brazilian history at UGF, establishing the university as a genuine powerhouse in the sport. His ambitions extended well beyond the training room. Central to his tenure was the creation of the JUDOGAM tournament, a competition with a measurable and lasting effect on the propagation of judo across Brazil.

What distinguished JUDOGAM was Pedro's decision to bring international judo stars to compete on a national stage.
